NSP's Strategy 2011-2013

NSP's Strategy for 2011-2013 was validated by its Steering Commitee in April 2011. It is based on a widespread consultation with NGOs.

NSP principal objective is to ensure 'NGOs operating in Somalia are receiving relevant and efficient support and preparation in terms of security'. This will be achieved through 4 pillars :

1. All NGOs operating in Somalia have access to relevant security information and analysis to base their decisions on

Access to updated and credible security information is crucial for NGOs, small or large, to take informed decisions, whether on strategic level (opening of new project, access to new area, human resources and logistic organization, assessments) or on operational level (evacuation, temporary limitation of activities, of movements, area to avoid etc.). Therefore NSP will use the right mix of media to circulate security information. This media mix will have to be adapted to the different needs and capacity of a wide array of NGOs.

2. All NGOs operating in Somalia have built up their capacity in terms of security knowledge and practices

Capacity building of NGOs, on an organization level, and NGO workers, on an individual base is the most sustainable solution to improve security for NGOs operating in Somalia. The best information available is of little use if NGOs do not have the right security organization to maximize it, or if NGOs' workers in the field are unaware of basic security practices. Again, NSP has to consider the wide spectrum of NGO security culture in place, and compromise with existing security SOPs, if any.

3. All NGOs operating in Somalia are supported, on request, in terms of crisis management and evacuations

Although most of the work of NSP focuses on prevention of security incidents, they will still occur and NGOs will have to manage those critical incidents. NSP will support NGOs during such crisis, on request only. It is important to note NSP cannot manage such critical incident on behalf of NGOs, for legal reasons. Therefore, critical incident management will remain under the sole and entire responsibility of each NGO.

4. Effective coordination and facilitation of SPU services is in place for NGOs operating in Puntland and Somaliland

NGOs have re-iterated their wish to have NSP pursue and continue its coordination and facilitation role concerning SPU services in relation with the UN. NSP in link with the NGO Consortium will ensure NGO are treated on an equal ground with UN agencies. Therefore, NSP will continue to facilitate and coordinate SPUs on behalf of NGOs, as long as NGOs express this wish.

Means of action

Offices

NSP main office is in Nairobi, as most of NGOs country offices and representatives operating in Somalia are based in Nairobi. NSP also has an office in Hargeisa, Somaliland. Managers and operational staff based in Nairobi travel frequently to Somalia and Somaliland.
